Circles of Support - Green Bay

Available to any at-risk job applicant who cannot get a job because an
employer’s insurance carrier refuses to provide a fidelity bond. An employer’s
insurance company may refuse to bond a person because of a criminal record,
credit risk, dishonorable military discharge or because of a history of illegal
drug abuse. The bonding program is a free, easily accessible program to help

Family Services Transitions and Windows to Work Programs
Transitions Program: The Transsitions Program is a Workforce Investment Act Program funded through Bay Area Workforce Development Board. Clients served: Juvenile Offenders at Lincoln Hills School returning to Brown or Sheboygan Counties
Services provided during incarceration:
o Group focusing on employability and life skills two hours per week
o Individual sessions a minimum of once every other week to address individual concerns upon release
o Collaboration with Lincoln Hills Staff and Division of Juvenile Corrections staff
o Contact with families, as appropriate, to assist in the transition home
Services provided after release:
o Employability and life skills
o Financial Literacy
o Educational and employment advocacy
o Adult Mentoring
o Tutoring and study skills assistance
o Rent and utility assistance
o Collaboration with State and County Juvenile Court and Probation/Parole Services, in addition to a variety of other agencies
o Connection to existing services and programs, as appropriate
Windows to Work is a Workforce Investment Act program that became part of Family Services in October of 2004. The program works with individuals incarcerated in Oshkosh Correctional Institution who will be released to Brown, Manitowoc, or Sheboygan County. The case managers provide group activities and individualized programming within Oshkosh Correctional Institution and then assist clients as they transition from the prison to the community. The following services are provided to clients:
Inside Oshkosh Correctional:
Ø Employability skills
Ø Life skills
Ø Parenting skills
Ø Labor market information
Ø Release planning, coordinated with client, social worker, and DOC staff
Ø Anger management, AODA, criminal thinking
Ø Individualized goal setting and planning
After Release:
Ø Job search
Ø Advocacy with employers, community resources, etc.
Ø Rent and Utility Assistance (on a case by case basis)
Ø Referrals to community resources
Ø Intensive, individualized case management
Clients with the Transitions and Windows-to-work program must begin receiving services at least 6 months prior to release and continue to work with the same case manager for at least 1-2 years after release.
